PRINCETON CONSERVATION COMMISSION
MINUTES FOR MEETING
   March 15, 2016
PRESENT:
John Vieira, Susan Mitchell, Holly Palmgren, Ron Thompson, Renee McDonough and Brian Keevan from the PCC were in attendance.

John Vieira called the meeting to order at 7:00 pm.

OLD BUSINESS:

  • Discussion with Mark Arnold, Goddard Consulting regarding a site walk on March 9, 2016 at 4:30 pm at 296 Sterling Road, Princeton.  John Vieira, Sue Mitchell, Holly Palmgren, Brian Keevan and Ron Thompson as well as Mark Arnold were there.  Renee McDonough recused herself from this project.  Mark Arnold from Goddard Engineering and Bob DiBiese contractor were present at the meeting.  Mark Arnold gave an overview of the restoration plan revisions.  The planting will be 25% ferns and 75% shrubs.  Monitoring will be in place for 2 years for twice a year.  Once the restoration part of the project is complete then the stream crossing will be addressed and discussed with the PCC.  There was a unimanous vote to accept the restoration plan revisions.
  • Discussion regarding site visit March 12 at the Markley Property Calamint Hill Road North.  A site visit took place March 12, 2016 with John Vieira, Sue Mitchell, Ron Thompson, Brian Keevan and Brett Trowbridge from the commission as well as Mary Ann DiPinto and Mark Bourgeois the new land owner.  Mary Ann DiPinto identified a new replication area which was accepted by the Commission.
  •  Discussion regarding Mount Wachusett Ski Area took place with Mary Ann DiPinto.  Mary Ann DiPinto informed the PCC that the Mountain would like to close out all outstanding Order of Conditions.  PCC will compile a list for Ms. DiPinto.

NEW BUSINESS:

  • A Public Hearing was opened at 7:05 PM for a Notice of Intent filed by Peoples Engineering for Judy Tyler and Lori Brodeau for 129 Gleason Road, Princeton for a proposed Septic System Upgrade.  Replacing the old cesspools with a new septic system.  DEP File No. 267-0386.  A site visit took place on March 9, 2016 with John Vieira, Sue Mitchell, Holly Palmgren, Brian Keevan and Scott Peoples.

  • Scott Peoples gave an overview of the project stating that there will be retaining wall 8 feet at the highest point and approximately 10 feet long and that they will be using silt fencing and hay bales, with the hay bales behind the fencing to help
hold the fencing in place and avoid runoff.  The erosion controls will be approximately 40 feet from the BVW.  An Order of Conditions was issued with special conditions as written.  Public Hearing closed at 7:20 PM.

  • Larry Greene Jr. attended the PCC meeting with an update on the Rte. 140 project regarding changes to the road in the Hobbs Rd. section of the project. Holly Palmgren recused herself from this project. He informed the PCC that the project had gone to bid and JP Keating was awarded the project.  Plan revisions include raising the road 5 inches in the Hobbs Road area and using geo fabric in the pavement.  Orange siltation fence will be used at limited work areas.  A preconstruction meeting with DCR, PCC and contractor will be arranged, a 5 foot retaining wall will be used near Hobbs Rd and drainage swales will be installed where needed.  A revised plan dated 2/3/16 was submitted and a final as built plan will be submitted at a later date.  A Motion to accept the revised plan of record, changes are insignificant so no changes are needed for the Order of Conditions.  Work will be started in early April.
  • A Request for Determination of Applicability for Providence & Worcester Railroad Right of Way vegetation management.  Filed by Tec Associates.  The Public Hearing was opened at 8:20 PM.  A Negative #5 was issued with a unanimous vote.  Public Hearing closed at 8:25 PM.
  • On March 14, 2016 PCC received a fax from CMG Environmental regarding an oil spill at 64 Hobbs Road.   A release of about 50 gallons of diesel fuel to a gravel driveway on March 13, 2016, flowed to a culvert and intermittent stream that feeds Keyes Brook.  An Emergency Certification Form was filed by PCC and then ratified by the PCC on 3/15/16.  John Vieira met with Jerry Clark of New England Technologies.  Tristin Lundgren from DCR also did a site visit.

  • A site visit took place March 12, 2016 with John Vieira, Sue Mitchell, Ron Thompson, Brian Keevan and Brett Trowbridge from the commission and Robert Dalbeck at Route 62 across from the Clearings.  Mr. Dalbeck is interest in purchasing this property.  PCC spoke with Mr. Dalbeck about filing a RDA and staking out the location of the house.
  • A meeting was set up for Monday March 21, 2016 between members of the BOH and PCC to discuss the relationship of the Boards and the review process.

  • A continuation for a Request for a Certificate of Compliance was received from Douglas Andrysick Land Surveying for Marie Kincaid for Sadie’s Paradise Place
off Rocky Pond Road.  DEP File No. 267-0333.  A site visit took place March 12, 2016 with John Vieira, Sue Mitchell, Ron Thompson, Brian Keevan and Brett Trowbridge from the commission as well as Marie Kincaid owner and Doug Andrysick,   A motion was made to issue a full Certificate of Compliance which was unanimously approved.  A Certificate of Compliance was issued on the road project with a cover letter stating that when the house goes in a RDA needs to be filed.


FOREST CUTTING PLANS:  NONE

The minutes from the February 16, 2016 meeting was accepted with minor changes as noted.
